
Municipal and Industrial Confined Space Rescue Course
This 4 or 5 day course will focus on the needs of specific workplaces and their confined spaces. Due to the vast number of workplaces and different configurations of confined spaces in the workplace, some courses may take longer than others. The course length depends on the number of confined spaces, the existing programs in place and complexity of the confined spaces in the workplace.
The Regulations states that each confined space must have a rescue procedure in place, and that 911 is not an appropriate plan as stated in the Ministry of Labour CSE Guideline. This course will assist the workplace in designing these plans, and train workers in how to implement them.
This program will first facilitate a review of existing permits, entry plans and rescue plans and adjust plans if necessary for compliance with the confined space entry regulations. This will require that the students and MHSA staff be able to inspect the confined spaces at the workplace (without making entry), and to have access to blueprints /schematics of spaces when required.
The second part of the program involves implementing these plans with training in equipment, breathing apparatus, patient care/extraction equipment, etc (as called for by the plans).
This training will be achieved by doing mock entries/rescues in the MHSA confined space simulator. This program is designed for all workplaces that have confined spaces and do not fall under the guidance of NFPA or MOL section 21 committee. (Firefighters)
Required Pre-Requisites:
MHSA confined space entry program (or equivalent) and current First Aid and CPR training
DAY ONE:
AM: Theory
Review of specific OHSA regulations and interpretative discussions.
Review of other rescue standards available (NFPA)
Hazard theory in relation to rescue.
Patient viability concerns.
Basic rescue plan structure.
PM: Space inspection / review
“Walk about” to workplace confined spaces.
Inspection of anchors and available equipment.
Assessment of rescue challenges.
Initial brainstorming of Rescue plans.
DAY TWO:
AM: Paperwork
Review of existing entry permits.
Rescue of existing rescue plans.
Modifications of plans where necessary.
PM: Equipment Training
Proper use of Confined space rescue equipment. (MHSA equipment used as examples of available acceptable equipment.) Use of breathing apparatus. (SCBA or SAR dependant on plans and spaces)
DAY THREE, FOUR and FIVE:
All Day:
Implementation and training in designed plans in the MHSA simulator.
Training in non entry and entry techniques.
Training in complex rescue scenarios (based on workplaces actual spaces)
